David also is advisor to the State of California and State of Washington for their lease programs. Since 1999, David has advised on more than 29 Lease Revenue Bond financings for the State Public Works Board of the State of California, with a total par amount in excess of $7.5 billion.

David has taken a leadership role in developing AB 811 financing options for cities and counties. AB 811 allows for the formation of areas within which property owners can enter into assessments to finance the installation of distributed generation renewable energy and energy efficiency improvements.

David's recent notable transactions include:

  • $95.4 million Kern County Certificates of Participation (Transportation, Fire Stations, and an Information Technology building)
  • $26.6 million Napa Sanitation District Refunding Revenue Certificates of Participation
  • $9.1 million Napa Sanitation District Adjustable Rate Refunding Revenue Certificates of Participation
  • $180 million Kern County Tax and Revenue Anticipation Notes
  • $177 million Santa Clara County Tax and Revenue Anticipation Notes
  • $120 million Sonoma County Tax and Revenue Anticipation Notes

  • $95 million Fresno County Tax and Revenue Anticipation Notes

  • $6.1 million Madera County Transportation Commission Sales Tax Revenue Bonds (Build America Bonds)

David also provides a variety of non-transactional services including: debt capacity analyses, public finance educational workshops, capital planning services, and debt and swap policy development. He is a regular speaker at public agency and industry association meetings.

Prior to joining KNN Public Finance, David was Managing Partner of Leifer Capital, an independent Financial Advisory firm based in San Francisco which primarily served California counties and countywide special districts. Prior to 1993, he was a securities law attorney at O'Melveny and Myers in Los Angeles. David earned his J.D. from the Yale Law School in 1988 and B.A. from the University of California, Berkeley, (Phi Beta Kappa) in 1983.

When he isn't working, David is spending time with his wife, Diane, and children Ella and Noa. His other interests include biking, tennis, guitar and djembe (African drumming).
