Dave has more than 20 years of experience in the municipal finance industry, and has advised California school districts on bond financings since 1992. He has provided FA services on more than 250 public securities offerings valued at approximately $4 billion.

His current client list is comprised of a wide variety of school districts throughout the State, including several medium and larger school districts who have achieved multiple authorizations over an extended period of time. Many of the public agencies Dave advises began working with him in the early 1990s. Frequently, when one of his clients experiences changes in staffing or other disruptions, Dave provides the institutional memory for the program.

Clients who have worked with Dave to achieve multiple election successes include:

  • Evergreen School District (three successful elections totaling $220 million)

  • New Haven Unified School District (three successful elections totaling $171 million)

  • Fremont Union High School District (two successful elections, including Measure B approved in June 2008, totaling $342 million)

  • Sunnyvale School District (two successful elections totaling $154 million).

Dave has also developed "follow-up" bond programs for newer school district clients, including one for the Oceanside Unified School District that achieved a $195 million authorization based on a "no tax rate increase" financing plan developed by KNN in June 2008.

In recent years, Dave has developed an expertise in solar energy projects, whether funded through bond proceeds, lease financing, or power purchase agreements. In 2008, Dave advised the Milpitas Unified School District in negotiating a 3.4 mega-watt project that will provide more than 75% of the District's electric energy for the next 25 years.

Dave's experience in working on a trading desk earlier in his career has contributed to his market expertise in structure and pricing. Adding to a long list of "firsts" for Dave was his work to secure an insurance policy from Berkshire Hathaway Assurance Corp. (BHAC) on a 2008 bond transaction for the West Contra Costa Unified School District. The policy was the first written by BHAC on a sizable new issue in California and was secured during the heart of the ongoing municipal bond insurance crisis.

Dave works on all types of transactions including refundings, lease financings, and TRANs. He provides a range of consulting services from project planning to transaction pricing. Dave is originally from Philadelphia and earned his B.A. in Philosophy from Yale University.
