Jon joined the firm in 1990 and has structured and managed a variety of tax-exempt general fund, enterprise fund, and tax supported financings. Among other clients, Jon has served as primary financial advisor for the City of Livermore since 1997 and for the City of Fremont, Berkeley Unified School District, Redding School District, and Petaluma City Schools since 1991.

Jon has structured special tax levy formulas and assessments, provided tax impact statements, and advised issuers and their campaign consultants for financings requiring voter approval. His clients have included school districts, water, sewer and sanitation districts, cities, city redevelopment agencies and enterprises, counties, California joint powers authorities, state authorities, states, colleges and universities, and health care and other 501(c)(3) organizations, including financings for low and moderate income and elderly housing. He has done tax-exempt financings in the states of Arizona, California, Colorado, Idaho, Illinois, Kentucky, Nevada, New York, Oregon, Tennessee, Utah and Washington, and federally taxable, state tax-exempt municipal issues in California.

Jon earned a B.A. degree from George Williams College, M.A. degrees in psychology and philosophy from Duquesne University, and an M.B.A. degree in finance from the Wharton School of Finance and Commerce of the University of Pennsylvania.
