Dan joined KNN Public Finance in 1985 and has more than 27 years experience in public finance. He currently serves the California State University (CSU) system and the Bay Area Water Supply and Conservation Agency (BAWSCA) while providing guidance on specific State Public Works Board issues. Dan also serves numerous cities, redevelopment agencies, special districts, including the City of Vacaville, a client since 1986.
In 2008 and 2009, Dan aided BAWSCA in negotiating the capital finance provisions of a new long-term water supply contract with the San Francisco Public Utilities Commission.
Dan’s areas of expertise include bond pricing, refunding analysis, pooled financings and land secured debt. He has developed models and analytic approaches for evaluating underwriter pricing proposals in negotiated sales. He also has extensive experience with competitive bidding for both large and small issuers, as well as for issues which traditionally had been sold competitively. Dan has developed approaches to evaluating refunding candidates to avoid the use of outdated rules of thumb. He has also developed issuer-specific debt planning models and has structured complex transactions such as multiple refundings, senior/subordinate pledges and dual revenue pledges in order to achieve clients’ project financing objectives. His experience with land secured debt dates back to prior to the inception of the Community Facilities District Act.
Dan's experience includes the following transaction types:
- university system revenue bonds
- utility revenue bonds and installment certificates
- commercial paper and other short-term instruments
- special assessment and limited tax bonds
- tax allocation bonds, including housing set-aside bonds
- lease revenue bonds, COPs
- voter-approved debt.
Prior to joining KNN, Dan worked for a financial advisor in New York and for a municipal bond counsel who specialized in assessment bonds. He earned his B.S. from the University of Connecticut.
When not in the office, Dan enjoys listening to music and spending time with family.
